Harrowdale was the name given to the deep north-south valley cut out of the White Mountains by the Snowbourn River. At its southern end, beneath the mountain Starkhorn, stood Dunharrow, an ancient structure of the Men of the Mountains, later used as a refuge of the Rohirrim.

Why did Gondor not help Rohan?
The armies of Gondor were spread thin and thus it could not provide any extra forces to help Rohan. Large forces were not possible to gather for their own defense, so there was no way for them to send a significant number to aid Rohan.
